EA Sports confirmed the release of their brand-new promo event, which is called "LEVEL UP". FUT Level Up is available in the FIFA 23 Ultimate Team starting July 7, 2023, at 6 p.m. UK time.
The FIFA 23 Level Up promo event features new levered-up players with upgraded overall ratings and stats. The event will also have new SBC challenges and objectives.
FIFA 23 Level Up is expected to have boosted cards for players who have recently levelled-up during the past season in real world.

The complex list of Level-Up players will be available here starting July 7.
FUT Level Up seems to be a preparation for the Futties campaign which is expected to be available in late July. FUtties promo event is one of the most important events among the community in FIFA franchise.
EA Sports will also reveal their new EA Sports FC franchise in July 2023.
